There are three possibilities:

  1. Automatic process done by WordPress when Themes, Plugins or WordPress core needs to be updated, WordPress puts itself into provisional maintenance mode.
  2. Manual process when you manually update your own WordPress site, and you don’t want your site visitors to be bothered by the updates. This can be done by installing a WordPress maintenance mode plugin.
  3. If You install Plugins like Coming Soon Page & Maintenance Mode by SeedProd you tried to update but could not update successfully and got the following error –

“Briefly unavailable for scheduled maintenance. Check back in a minute”

Solutions: There is nothing to bother about this error; it is a normal behavior
The system will create a hidden file .maintenance into your main directory where you are hosting your web with the message “Briefly unavailable for scheduled maintenance. Check back in a minute”
For automatic process as I said, once the update process is successfully completed, this file gets deleted automatically.
However, if the update process gets interrupted due to any reason, WordPress does not get enough time to delete this file and then error message starts appearing constantly then-
The solution is:

You have to  just delete a .maintenance file this can be found in root directory where your site is hosted probably under Public_html or xampp\htdocs\<yourwebsite>\.maintenance and refresh web page.

Use may use any of the free software  OpenSSH,  fileZilla, or WinSCP to access your  root (Web) directory  to delete .maintenance file
